Guidelines for Promotion of Digital Transformations Formulated

The Ministry of Economy, Trade and Industry (METI) formulated the Guidelines for Promotion of Digital Transformations (DX Promotion Guidelines). Based on recommendations described in the “DX Report” released in September 2018, the guidelines aim to: clarify matters that business managers should ascertain in advancing digital transformation (DX) and developing IT systems as a foundation for achieving DX; and provide a reference that board members and shareholders are able to utilize in confirming the companies’ efforts involving DX.

In selecting outstanding companies for their efforts for IT utilization under the Competitive IT Strategy Companies Program in 2019, which will be jointly conducted by METI and the Tokyo Stock Exchange, METI will take account of the viewpoints described in the guidelines.

METI expects that the guidelines will help companies in advancing their efforts involving DX.

1. Background

In May 2018, METI launched a Study Group for Digital Transformation (chair: Dr. Mikio Aoyama, professor, Department of Software Engineering, Faculty of Science and Engineering, Nanzan University). Since then, the study group clarified challenges that Japanese companies are facing in achieving DX and held discussions on countermeasures therefor, and on September 7, 1018, it generated and released a report titled “DX Report: Overcoming of ‘2025 Digital Cliff’ Involving IT Systems and Full-fledged Development of Efforts for DX”. The report points out that Japan should formulate guidelines to share recognition of approaches to achieving DX and necessary actions therefor, and it proposes a draft composition of such guidelines. In response to this recommendation, METI started discussions to formulate such guidelines.

2. Details of the guidelines

In light of the recommendation offered in the DX Report, the guidelines aim to: clarify matters that business managers should ascertain in advancing DX and developing IT systems as a foundation for achieving DX; and provide a reference that board members and shareholders are able to utilize in confirming the companies’ efforts involving DX.

The guidelines consist of two parts: (1) Ideal approaches to business management and systems for promoting DX; and (2) Development of IT systems as a foundation for achieving DX.

3. Future actions

METI will encourage companies to utilize the guidelines and will advance harmonization of the guidelines with other related measures so as to contribute to companies’ efforts involving DX.

Moreover, in selecting outstanding companies for their efforts for IT utilization under the Competitive IT Strategy Companies Program in 2019, which will be jointly conducted by METI and the Tokyo Stock Exchange, METI will take account of the viewpoints described in the guidelines.

Furthermore, as the DX Report recommends to stipulate indices for making IT systems visible and to develop diagnosis schemes as efforts for encouraging companies to promote DX, METI will take into consideration the guidelines in holding discussions on these efforts.

METI expects that the guidelines will help companies in advancing their efforts involving DX.
