Cabinet Decision on the Field-based Operation Policies toward Accepting Foreign Human Resources in Three Sectors in the Manufacturing Industry

On December 25, 2018, the Cabinet approved the Field-based Operation Policies targeting specific industries, for the preparation of accepting foreign human resources under the revised Immigration Control and Refugee Recognition Act. Regarding the industries under the jurisdiction of the Ministry of Economy, Trade and Industry (METI), the Cabinet approved the Field-based Operation Policies and Field-based Operation Guidelines for three sectors in the manufacturing industry: the machine parts and tooling, industrial machinery manufacturing, and electric and electronic information-related sectors.

In January 2019, METI is scheduled to hold an explanatory meeting concerning the overview of the new system.

2.Outline of the projects to which the related budgets have been allocated

  1. Project for supporting the manufacturing industry in accepting foreign human resources (FY2019 Initial Budget Draft: 100.0 million yen)
    This project aims to support efforts by the manufacturing industry by establishing multilingual counseling counters with which foreign human resources are able to take consult and holding seminars and training courses for entities which intend to accept foreign human resources in order to share and spread important knowhow (for e.g., itinerant coach, labor control and lifestyle guidance) with and among a wide variety of industrial associations and other bodies.
  2. Project for securing the skill levels of foreign human resources in the manufacturing industry (FY2018 Secondary Supplementary Budget Draft: 200.0 million yen)
    This project aims to conduct examinations for foreign human resources involving employment in three sectors in the manufacturing industry: the machine parts and tooling, industrial machinery manufacturing, and electric and electronic information-related sectors.
