Guidelines for Proper Gas Trade Revised

In light of the proposals on December 6, 2018 that the Electricity and Gas Market Surveillance Commission (EGC) has formulated under the provision of Article 180 (1) of the Gas Business Act, the Ministry of Economy, Trade and Industry (METI) and the Japan Fair Trade Commission (JFTC) jointly revised the Guidelines for Proper Gas Trade.

In March 2000, METI and the JFTC jointly formulated and publicized the Guidelines for Proper Gas Trade, which clarifies problematic trade practices and other improper behavior by businesses and other entities under the Antimonopoly Act or the Gas Business Act from the perspective of fair and effective competition in the gas market. Since then, METI and the JFTC have been revising the guidelines in line with the revisions of the related systems and in response to other related changes.

In light of the proposals on December 6, 2018, that the EGC has formulated under the provision of Article 180 (1) of the Gas Business Act, METI and the JFTC revised the guidelines from the viewpoint of encouraging third parties to utilize LNG bases under the predetermined system.

Prior to this revision, the EGC accepted comments from the public on the draft revision of the guidelines from October 30 to November 28, 2018. After the EGC formulating the proposals, METI adjusted the draft revision in terms of technical matters.
