METI Grants First Approval to Fukuoka City’s Plan for Managing and Supporting Business Startup Activities by Foreign Entrepreneurs

In December 2018, a new system for encouraging foreign entrepreneurs to launch businesses has come into force. This system will allow foreign entrepreneurs who aim to start business activities in Japan, to stay in Japan for up to one year for the purpose of making the necessary preparations and to launch business operations in accordance with an action plan formulated by municipalities.

The Ministry of Economy, Trade and Industry (METI) hereby announces that it approved an action plan proposed by Fukuoka City as the first case under this system.

1. Approval of an action plan proposed by Fukuoka City

This system will allow foreign entrepreneurs who aim to launch businesses in Japan, to stay in Japan for up to one year for the purpose of making necessary preparations and launching the business while enjoying support measures provided by municipalities.

Under this system, municipalities that intend to support the business startup activities of foreign entrepreneurs, are required to formulate an action plan called a “Plan for Managing and Supporting Business Startup Activities by Foreign Entrepreneurs” and to receive approval for the plan from the METI Minister. METI hereby approved an action plan submitted by Fukuoka City as the first case under the system.

Municipalities whose action plan has been approved are entitled to: officially accept applications submitted by foreign entrepreneurs who intend to launch businesses; examine the details of the applications including the business plan and other elements; and issue a confirmation letter to the applicants. If the applicants pass an immigration examination after submitting the confirmation letter and other required documents to the Immigration Bureau, the applicants will be permitted to stay in Japan to launch the business.

In accordance with the approval on this occasion, Fukuoka City is now entitled to accept applications from foreign entrepreneurs to launch businesses.

2. Background to the system

In accordance with the Future Investment Strategy 2018, approved by the Cabinet on June 15, 2018, METI and the Ministry of Justice jointly inaugurated the system on December 28, 2018, aiming to enhance the international competitiveness of Japanese industries and establish international bases of economic activities in Japan.
