The Cabinet Approves the Bill for the Act on Special Measures Necessary for Preparing for and Managing the International Exposition in 2025

The Cabinet approved the Bill for the Act on Special Measures Necessary for Preparing for and Managing the International Exposition in 2025. On February 8, 2019, the bill will be submitted to the ongoing 198th ordinary session of the Diet.

1. Purpose of the bill

According to the results of the votes cast in November 2018 by the member countries under the 1928 Paris Convention, Japan was determined as the host country for the International Exposition in 2025.

In light of the great significance of the exposition as a national initiative, the government of Japan will take special measures to ensure smooth preparations for and management of the Exposition.

2. Outline of the bill

The key measures under the bill are as follows:

(1) Designation of an association for the Exposition and jurisdiction over the association
The Minister of Economy, Trade and Industry (METI Minister) is able to designate an organization that is considered capable of appropriately and accurately carrying out preparatory and operational activities involving the Exposition, as the Japan Association for EXPO 2025. The METI Minister may require the association to submit necessary reports on such matters, and may give the association necessary orders.

(2) Support measures and other treatments for smoothly preparing for and managing the Exposition
[i] The government may subsidize part of the expenditures that the association needs for preparing for and managing the exposition.
[ii] The government may issue postcards and the like to collect the funds necessary for making preparations for and managing the Exposition.
[iii] The government should develop the provisions necessary for dispatching governmental officials to the association.

(3) Establishment of the Headquarters for Promotion of EXPO 2025
The government will establish the “Headquarters for Promotion of EXPO 2025” under the Cabinet and may designate a minister exclusively responsible for the Exposition while the headquarters is operational. Relevant provisions for this establishment will come into effect within a period not exceeding two years from the date of promulgation of the Act.
