Action Plan 2019 for the Consolidation of Security Measures for Credit Card Transactions Formulated

Advancing the development of a safe and secure environment for credit-card users

On March 1, 2019, the Credit Transaction Security Council (secretariat: Japan Consumer Credit Association (JCA)) held a meeting and revised the existing Action Plan for the Consolidation of Security Measures for Credit Card Transactions.

The Ministry of Economy, Trade and Industry (METI) hereby releases the revised action plan (Action Plan 2019). In order to accelerate the development of a safe and secure environment for credit card users by 2020, the Action Plan 2019 presents security measures that entities involved in credit card transactions (e.g., credit card companies and affiliated stores) should take and methods of implementing such measures.

1. Background

The council has been advancing efforts for realization of international-level security environments for credit card transactions by 2020 and for the development of safe and secure environments for credit-card users. As part of this efforts, the council formulated the first version of the Action Plan in 2016, a compilation of security measures that entities involved in credit card transactions, (e.g., credit card companies and affiliated stores) should take and methods of implementing such measures, and has been periodically reviewing the action plan.

Action Plan 2019 is positioned as practical guidelines for the security measures that related entities are required to take under the Revised Installment Sales Act that came into force on June 1, 2018. Therefore, businesses taking the measures stipulated in Action Plan 2019, or equivalent or stricter measures, are considered to be satisfying the legal standards for the security measures under the Act. Accordingly, businesses that are involved in credit card transactions are required to steadily advance efforts that comply with Action Plan 2019.
