Invitation for Public Comments on the Guidelines for Cyber-Physical Security Measures for Building Systems, First Edition (Draft)

The Ministry of Economy, Trade and Industry (METI) generated the First Edition (draft) of the Guidelines for Cyber-Physical Security Measures for Building Systems with an aim to secure cybersecurity in information systems installed in buildings (the building systems referred to in the Guidelines) that control systems such as elevators and air conditioners. METI hereby announces the invitation of public comments on the draft starting from March 11.
1. Background
In December 2017, METI created the Study Group for Industrial Cybersecurity, with an aim to clarify cybersecurity challenges faced by the business community in Japan in order to develop relevant policy measures. Following this, Working Group (WG) 1 (Systems, Technologies and Standardization) was launched under the study group on February 7, 2018. Since then, WG1 has been holding discussions on a framework for cyber-physical security measures with an aim to secure cybersecurity for the supply chain as a whole in the midst of Society 5.0.
Within this effort, the Sub-working Group for Buildings was launched as a part of efforts to consider cybersecurity policies for each industry, and has been discussing cybersecurity measures related to building systems, beginning with its first meeting, held on February 28, 2018.
The Sub-working Group for Buildings, which brings together stakeholders in the field of building systems, has held discussions on relevant cybersecurity measures eight times in total as of March 2019. As an outcome of the sub-working group, the First Edition (draft) of the Guidelines for Cyber-Physical Security Measures for Building Systems was generated, and the call for public comments began.
METI wishes to receive as many honest opinions as possible from a wide variety of people both inside and outside Japan, in order to ensure that cybersecurity in building systems is secured.
