Explanation of Offshore Wind Power Facility Standards for Maintenance and Management Released

Meetings' results of the Committee on Study of Developing Offshore Wind Power Generation Facilities in Ports and Harbors

Aiming to streamline the current procedures for examination of projects for offshore wind power generation under the Electricity Business Act and the Port and Harbor Act and to reduce the burden on related businesses so as to further facilitate introduction of offshore wind power generation, in September 2016, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) established a Committee on Study of Developing Offshore Wind Power Generation Facilities in Ports and Harbors. Since then, the committee has been advancing discussions on standards and other criteria for offshore wind power generation facilities.

METI hereby announces that the committee compiled its discussion results into a report titled “Official Explanations on Standards for Maintenance and Management of Offshore Wind Power Generation Facilities” and, on March 29, 2019, released it.

Aiming to streamline the current procedures for examination of offshore wind power generation facilities under the Electricity Business Act and the Port and Harbor Act and to reduce the burden on related businesses so as to further facilitate implementation of projects for offshore wind power generation, in September 2016, METI and MLIT established a Committee on Study of Developing Offshore Wind Power Generation Facilities in Ports and Harbors. Since then, the committee has been advancing discussions on standards and other criteria for offshore wind power generation facilities.

The committee started discussions on maintenance and management of offshore wind power generation facilities in December 2018, compiled the discussion results into a report titled “Official Explanations on Standards for Maintenance and Management of Offshore Wind Power Generation Facilities” and released it on March 29, 2019.

The report focuses mainly on the following points:

Following on the formulation in FY2017 of [i] Official Explanations on Technological Standards for Offshore Wind Power Generation Facilities and [ii] Guidelines for Examination of Installation of Offshore Wind Power Generation Facilities in Ports and Harbors, METI and MLIT, in FY2018, compiled [iii] Official Explanations on Standards for Maintenance and Management of Offshore Wind Power Generation Facilities. This effort has made the ministries complete the formulation of all standards and other rules stipulated in the Action Plan on Ministry and Agency Collaboration Towards the Expansion of Renewable Energy (released by the Ministerial Council on Renewable Energy, Hydrogen and Related Issues on April 11, 2017), as the effort that the ministries should achieve, i.e., “promoting introduction of offshore wind power generation into ports and harbors.”
