New Energy Conservation Standards for Electronic Computers Formulated

On March 29, 2019, the Ministry of Economy, Trade and Industry (METI) promulgated the Standards for Determining Manufacturers and Other Companies of Energy Consumption Machines Concerning the Improvement of the Electronic Computer Performance in Terms of Fuel Consumption (Public Notice of the Ministry of Economy, Trade and Industry No. 69).

This public notice stipulates new energy conservation standards for server-type and client-type electronic computers and sets the target fiscal years when manufacturers should achieve the defined energy-saving performance of these two types to be FY2021 and FY2022, respectively.

Under the Act on the Rational Use of Energy, manufacturers and other entities of equipment, including electronic computers, for which it is particularly necessary to improve the rational use of energy, are required to meet the standards for energy consumption efficiency of such equipment during the target fiscal year and to show indications of such efficiency. The standards are set by the government by taking into account the performance of the currently commercialized products with the highest energy consumption efficiency rate (called “top runners”), the future prospects of such products’ technical development and other elements.

1. Outline of the new energy conservation standards

The new energy conservation standards for electronic computers set FY2021 as the target fiscal year for server-type electronic computers and FY2022 for client-type electronic computers. The existing FY2011 standards defined energy consumption efficiency rates derived from calculation based on the electricity consumption and performance of CPUs (composite theoretical performance of CPUs). In light of the current trend in electronic computers in which components other than CPUs, e.g., display and storage, account for a large portion of the total electricity consumption, the new standards introduce a calculation method of energy consumption efficiency rates by taking into account such other elements. The Ministry of Economy, Trade and Industry (METI) will promote further energy conservation of electronic computers by setting the energy conservation standards based on energy consumption efficiency rates taking into account changing capabilities and environments.

Shift of the indications between the conventional and new standards is as follow.

As for the enforcement of the new standards for revised indications, METI sets a grace period of one year until March 31, 2020. Accordingly, manufacturers are permitted to continue the conventional indications up until that date.
