Acceptance of Applications for Registration of Participants in 2019 Telework Days Campaign to Start and Pre-Event of the Campaign to be Held

April 19, 2019

On April 19, 2019, the government of Japan will start accepting applications for registration of participants in the 2019 Telework Days campaign. In this campaign from July 22 (Fri.) to September 6 (Fri.), 2019, participating companies and associations will be requested to encourage their employees to conduct telework.

In addition, on July 1 (Mon.), 2019, the government will hold a pre-event to raise momentum for the 2019 Telework Days campaign.

1. Starting the acceptance of applications for registration of participants in the 2019 campaign

On January 31, 2019, the government released an implementation policy of the 2019 Telework Days campaign. Along with this, on April 19, 2019, it will start the acceptance of applications for registration of participants in the campaign. For more information, visit the website.

Three categories of eligible participating associations

Associations that will conduct teleworking:

These associations should be those that will conduct teleworking or trial efforts therefor, regardless of the number of participating employees or workers.

Associations that will provide special cooperation to the campaign:

These associations should be those that are able to provide special cooperation to the campaign in a manner that (1) encourages employees to conduct teleworking for at least five days; (2) encourages at least 100 employees to conduct teleworking on July 24 (Wed.); and (3) conducts a questionnaire survey to measure the effects of teleworking, such as the number of participating employees and cost reduction effects.

In particular, the government has been encouraging associations located in the Tokyo Metropolitan area to participate in this category of the campaign.*
*Note: The government recommends that participating companies located in the Tokyo Metropolitan area conduct any of the following efforts in addition to those mentioned above. These efforts below target employees commuting to establishments located in the Tokyo Metropolitan area.

  1. Encourage employees to conduct teleworking for at least two weeks (METI recommends to intensively conduct teleworking for 10 business days from July 22 (Mon.) to August 2 (Fri.));
  2. Encourage 10% of all employees communing to companies in Tokyo to conduct teleworking; or
    Note: The government recommends participating companies to encourage about 10% of all employees to conduct teleworking each day of the 10 business days from July 22 (Mon.) to August 2 (Fri.).
  3. Prepare a 2020 Action Plan, an effort in collaboration with the 2020 TDM Promotion Project.

Associations that will support the campaign:

These associations should be those that will provide know-how, workspaces, software and other tools to conduct teleworking and associations that will support workation.

2. Pre-event of the 2019 campaign

The government will hold a pre-event to raise momentum for the 2019 Telework Days campaign. The 2019 pre-event will be held in collaboration with the Smooth Biz campaign deployed by the Tokyo Metropolitan Government.

Regarding the program for and how to participate in the campaign, the government of Japan will release such information soon after it is fixed on the website.

In collaboration with the Smooth Biz campaign promoted by the Tokyo Metropolitan Government, the government of Japan will strive to promote the working style reforms through the 2019 campaign.
