Call for Public Comments on Animation Industry Subcontracting Guidelines

The Ministry of Economy, Trade and Industry (METI) calls for public comments on the revised version of the “Guidelines on the Promotion of Appropriate Subcontracting Transactions in the Animation Production Industry” (draft) and its Summary (draft) from April 27 (Sat) to May 31 (Fri), 2019.

1. Outline

Following discussions on the improvement of business transaction conditions for broadcasting contents (including animation) within the working group for improving business transaction for SMEs including subcontractors held at the Liaison Council of Responsible Ministries and Agencies for Improving Vitalization of SMEs and Small Enterprises (Chair: Kotaro Nogami Deputy Chief Cabinet Secretary), METI prepared the revised version of the “Guidelines on the Promotion of Appropriate Subcontracting Transactions in the Animation Production Industry” (draft) and its Summary (draft) for promoting appropriate business transaction in the animation production industry from the perspective of entire supply chains, and widely calls for public comment on the drafts. Please refer to the guidelines on public comment for details.

2. Subject on which comments are invited

The information will also be shown on the “Public Comments” page of “e-Gov ,” the official web portal of the Government of Japan, as well as being distributed at the Media and Content Industry Division, Commerce and Information Policy Bureau of METI (4F, Main Building of METI).

3. Period of the Call

From April 27 (Sat.) to May 31 (Fri.), 2019 (accepted until 5:00 p.m.)
(Mailed comments are also accepted until May 31.)

4. Future schedule

It is scheduled that the revised version of the Guidelines and its Summary will be formulated based on the results of public comments.

(2) The Ministry of Internal Affairs and Communications (MIC) also calls for public comment for the same period, from April 27 (Sat.) to May 31 (Fri.), 2019, on the “Guidelines on Improving the Appropriateness of Business Transactions on the Production of Broadcast Contents” (revised version) (draft) and its Summary (draft).
