Consent on Basic Plan Submitted by Municipality under the Regional Future Investment Promotion Act Given

The Ministry of Economy, Trade and Industry (METI) gave a consent to one basic plan that a municipality newly prepared in collaboration with related ministries and agencies and submitted to METI under the Act for Fortifying the Foundation for Development and Growth of Regional Areas by Promoting Leading Projects for Regional Economy (Act No. 40 of 2007; hereinafter referred to to as the “Regional Future Investment Promotion Act”). METI will continue to strive to encourage municipalities’ creation of leading projects for invigorating regional economies across Japan.

1. Outline of the Regional Future Investment Promotion Act

The Regional Future Investment Promotion Act aims to support efforts by municipalities that intend to focus on economic ripple effects brought about by regional projects taking advantage of their regional characteristics and to enhance such effects to the maximum extent possible.

If municipal governments of cities, towns, villages and prefectures wish to receive such support, they should prepare and submit a basic plan under the basic policy shown by the government and receive consent for the plan from the government. In response, a regional business will formulate and submit a plan of a leading project for invigorating the regional economy under the basic plan with the consent to the municipality in charge, and the governor of the prefecture will approve the plan. Following the approval for the plan of the leading project by the governor, the government will support the leading project in collaboration with the prefecture.

 

2. Outline of the basic plan to which METI gave consent this time

METI gave consent to one basic plan as below submitted by a municipality under the Regional Future Investment Promotion Act before the end of March 2019.

Note: METI gave consent to 228 basic plans submitted by municipalities in 47 prefectures, including the plan mentioned above.

Aomori Prefecture, Iwate Prefecture, Miyagi Prefecture, Akita Prefecture, Yamagata Prefecture, Fukushima Prefecture, Ibaraki Prefecture, Tochigi Prefecture, Gunma Prefecture, Saitama Prefecture, Chiba Prefecture, Tokyo, Kanagawa Prefecture, Niigata Prefecture, Yamanashi Prefecture, Nagano Prefecture, Shizuoka Prefecture, Gifu Prefecture, Aichi Prefecture, Mie Prefecture, Toyama Prefecture, Ishikawa Prefecture, Fukui Prefecture, Shiga Prefecture, Hyogo Prefecture, Nara Prefecture, Wakayama Prefecture, Tottori Prefecture, Shimane Prefecture, Okayama Prefecture, Hiroshima Prefecture, Yamaguchi Prefecture, Tokushima Prefecture, Kagawa Prefecture, Ehime Prefecture, Kochi Prefecture, Fukuoka Prefecture, Saga Prefecture, Nagasaki Prefecture, Kumamoto Prefecture, Oita Prefecture, Miyazaki Prefecture, Kagoshima Prefecture, and Okinawa Prefecture.

Note: These approved basic plans include those prepared for multiple areas or multiple fields in one municipality, respectively, or those jointly prepared by some municipalities in one prefecture.

3. Outline of support measures under the Regional Future Investment Promotion Act

If a business receives approval for its leading project for invigorating the regional economy by the governor of the prefecture, the business is entitled to take advantage of support measures for tax or financial incentives provided by the government.
