Two Documents Compiled: University Factbook 2019 and Collection of Case Examples of Successful Processes for Building Full-Fledged Organizational-Scale Industry-Academia Collaboration

The Ministry of Economy, Trade and Industry (METI) hereby announces that METI, Keidanren and the Ministry of Education, Culture, Sports, Science and Technology (MEXT) jointly compiled University Factbook 2019. This factbook aims to make visible data on: the current situations of university efforts taken in accordance with the Guideline for Enhancing Industry-Academia-Government Collaboration Activities formulated in 2016 (hereinafter referred to as the “guideline”); and the outcomes that universities have achieved in collaboration with industrial players, thereby expanding the full-fledged organizational-scale industry-academia collaboration, a goal set in the guideline.

The FY2019 factbook provides enhanced functions for comparing or retrieving current situations and advantages between universities on a university basis with the contents carefully selected and the design updated.

In parallel with this, METI, Keidanren and MEXT also compiled a Collection of Case Examples of Successful Processes for Building Full-Fledged Organizational-Scale Industry-Academia Collaboration. This collection of case examples focuses on nine pairs of universities and companies that have engaged in efforts for full-fledged organizational-scale industry-academia collaborations and explains the challenges that these universities and companies have faced in the processes of building their industry-academia collaboration relationships as well as their efforts for overcoming these challenges.

1. Background

In 2016, METI and MEXT jointly formulated the guideline. The guideline aims to encourage universities to achieve and expand a full-fledged organizational-scale industry-academia collaboration, a framework in which universities are able to establish a cross-divisional collaboration system and seek and share future visions with companies, while also collecting resources across the borders between basic knowledge and application thereof or between the humanities and the sciences, and to explain challenges universities are facing seen from the standpoints of companies and possible solutions for overcoming these challenges.

Taking these points into consideration, on May 16, 2018, METI, Keidanren and MEXT jointly compiled a University Factbook for Promoting Matching of Industry-Academia-Government Collaboration Activities, aiming to make visible the data on universities’ efforts taken in accordance with the guideline and that on the outcomes that universities have achieved in collaboration with industrial players.

2. University Factbook 2019

Based on the latest data, METI, the Keidanren and MEXT compiled University Factbook 2019 by updating the contents of the 2018 factbook mentioned above and dramatically increasing the number of universities featured in the factbook. The FY2019 factbook not only presents up-to-date contents but also provides enhanced functions for comparing or retrieving current situations and advantages between universities on a university basis with the contents carefully selected and the design updated. Through this updating, the factbook presents well-designed contents so that stakeholders in the industry and academic sectors can smoothly read it.


2. Collection of Case Examples of Successful Processes for Building Full-Fledged Organizational-Scale Industry-Academia Collaboration

In parallel with preparing the FY2019 factbook, METI, the Keidanren and MEXT also compiled a Collection of Case Examples of Successful Processes for Building Full-Fledged Organizational-Scale Industry-Academia Collaboration.

In building an organizational relationship between companies and universities or other institutions, which have different cultures and organizational forms, it is indispensable for stakeholders to make significant efforts for coordination. Ideal approaches to construction of such relationship depend on the situations in which a university and a company are involved. However, METI considers that there seem to be certain common elements in processes that a university and a company take in finding their differences, searching for common grounds and building a relationship of trust.

Against this backdrop, METI, Keidanren and MEXT, in cooperation with nine pairs of universities and companies that have engaged in efforts for full-fledged organizational-scale industry-academia collaborations, compiled this collection of case examples explaining the challenges that these universities and companies have faced in the processes of building their industry-academia collaboration relationships as well as their efforts for overcoming these challenges.
