Two Bodies Inaugurated: Subcommittee on System Reform for Renewable Energy as Main Power Source and Subcommittee for Sustainable Power Systems

With the mid- to long-term future of Japan in mind, the Ministry of Economy, Trade and Industry (METI) considers it necessary to hold integral discussions on ideal approaches to establishing a new system for making a balance between two efforts: further development of environments for making renewable energy become a main power source in order to address the demand for decarbonization; and securing sustainability of electricity systems for the purpose of ensuring stable supply of electricity. To this end, METI inaugurated the following two bodies under the Strategic Policy Committee of the Advisory Committee for Natural Resources and Energy: the Subcommittee on System Reform for Renewable Energy as Main Power Source and the Subcommittee for Sustainable Power Systems.

Purpose of the inauguration

The large-scale blackout caused by the Hokkaido Eastern Iburi Earthquake in the summer of 2018 and the damage to power cables and other facilities caused by typhoons confirmed the importance of infrastructures with consolidated resilience to secure stable supply of electricity. Moreover, geopolitical risks in the Middle East due to recent volatility in the region also underscores the need for Japan to improve the variety of its energy sources and enhance its energy self-sufficiency rate.

Furthermore, with its mid- to long-term future in mind, Japan should further advance development of environments for making renewable energy become a main power source against the backdrop of increasing demand for decarbonization, exemplified by the conclusion of the Paris Agreement. Amidst this trend, Japan is facing changes in conventional approaches to electricity systems as seen in the creation of new electricity businesses taking advantage of AI, IoT and other new technologies, as well as decentralization of electricity networks by the introduction of a large amount of renewable energy. As Japan is expected to still face dramatic changes in the environments surrounding electricity systems, e.g., unbundling of the power generation sector and the power transmission sector scheduled in 2020, it is considered ever more important to establish sustainability of electricity systems as well so as to ensure stable supply.

In this context, METI believes that the effort for making renewable energy become a main power source and that for reconstructing the energy systems ranging from electricity generation to transmission to distribution should be discussed from the viewpoint of macro energy policies. To this end, it decided to inaugurate two bodies under the Strategic Policy Committee of the Advisory Committee for Natural Resources and Energy: the Subcommittee on System Reform for Renewable Energy as Main Power Source and the Subcommittee for Sustainable Power Systems.
