Updated List of Stores Passing Examinations in Project Encouraging Cashless Payment

A preparatory meeting for promoting the project between METI and cashless payment companies to be held

The secretariat of the Project for Encouraging Businesses to Introduce Cashless Payment Systems and Pass on Benefits to Consumers has been holding examinations of applicants for stores participating in the project and has passed approximately 280,000 stores as successful participants as of September 2, 2019. As it has already received approximately 580,000 applications for registration as participating stores as of September 5, 2019, the secretariat has been advancing such examinations so that participating stores will be able to start passing on premium points to consumers from October 1, 2019, if an applicant store files an application by September 6, 2019, and a related cashless payment company completes submission of all necessary information and documents concerning the applicant without any deficiency.

Moreover, on September 6, 2019, the Ministry of Economy, Trade and Industry (METI) will hold a preparatory meeting for promoting the project with registered cashless payment companies participating in the project. METI will continue to advance full-fledged preparations for starting the project from October 1, 2019, in cooperation with such companies.

1. Outline of the project

Along with the consumption tax rate hike from October 1, 2019, Japan will take measures for leveling consumer demand. As part of these measures, the project aims to support SMEs and small enterprises in passing on premium points to consumers through cashless payment means just for nine months from the date of starting the consumption-tax rate hike. This initiative will also be conducted from the viewpoints of improving the productivity of SMEs and small enterprises and enhancing consumer friendliness through introducing cashless payment systems into businesses.

2. Current registration situations of the participating stores

Since the start of acceptance of applicants for registration as participating stores in the project from mid May 2019, the secretariat of the project has been conducting examinations and has passed approximately 280,000 stores on the examinations as successful participating stores as of September 2, 2019. As it has already received approximately 580,000 applications for registration as participating stores as of September 5, 2019, it has been advancing such examinations so that participating stores will be able to start passing on premium points to consumers from October 1, 2019, if an applicant store files an application by September 6, 2019, a related cashless payment company completes submission of all necessary information and documents concerning the applicant without any deficiency, and the applicant store satisfies all requirements for participating stores.

The secretariat is now striving to accelerate registration examination procedures by requesting cooperation from cashless payment companies. It will continue to accept applications for registration as participating stores even after the start of the project: from October 1, 2019, to the end of April 2020. METI will continue to hold explanatory meetings for shopping arcade businesses and to encourage cashless payment companies to raise awareness of respective stores or to invite them to the project so that as many SMEs and small enterprises as possible will participate in the project.

3. A preparatory meeting for promoting the project between METI and cashless payment companies

As an effort for promoting preparation for the project starting from October 1, 2019, on September 6, 2019, METI will hold a preparatory meeting for promoting the project with cashless payment companies that have been registered as companies participating in the project, aiming to share challenges and request cooperation. METI will continue to advance full-fledged preparations for starting the project from October 1, 2019, in cooperation with such companies.

4. Future action

METI will deploy full-fledged PR for the project targeting consumers for starting the project from October 1, 2019, such as releasing online map functions and applications that help users find participating stores around mid to late September 2019.
