First Joint Meeting to be Held between: the Working Group for the Study for Introducing Fee-incurring Plastic Checkout Bags under the Waste and Recycling Subcommittee of the Committee on Industrial Science and Technology Policy and Environment of the Industrial Structure Council, METI; and the Subcommittee on the Study for Introducing Fee-incurring Plastic Checkout Bags of the Working Group for a Circular Economy of the Central Environment Council, MOE

The Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) will establish a joint meeting between the Working Group for the Study for Introducing Fee-incurring Plastic Checkout Bags under the Waste and Recycling Subcommittee of the Committee on Industrial Science and Technology Policy and Environment of the Industrial Structure Council, METI, and the Subcommittee on the Study for Introducing Fee-incurring Plastic Checkout Bags of the Working Group for a Circular Economy of the Central Environment Council, MOE. METI hereby announces that the first joint meeting will be held on September 26 (Thur.), 2019.

1. Background

In May 2019, METI and related ministries and agencies jointly formulated the Resource Circulation Strategy for Plastics. The strategy defines thorough achievement of reduction of plastic use and other recycling efforts as one of the strategic goals that Japan should prioritize to comprehensively promote resource circulation of plastics. As part of the efforts for achieving the goal, these ministries and agencies aim to encourage consumers to change their lifestyle habits by requiring businesses to introduce fee-incurring plastic checkout bags, i.e., prohibiting them from distributing the bags to consumers free of charge.

Before requiring businesses to introduce fee-incurring plastic checkout bags, METI and MOE will hold interviews with a wide variety of people, including not only consumers who use plastic checkout bags but also stakeholders in the distribution and other industries and business owners of SMEs and small enterprises, to hear their views, and based on the results, the ministries will hold discussions on ideal approaches to this new system.

Advanced registration of observers

If you wish to attend the meeting as an observer, complete an observer advanced registration form by 14:00, September 24 (Tue.), 2019, following the application method below.

To complete the registration, visit the webpage with the schedule for the meeting on the METI website and click the button titled “Make a reservation for seat as an observer” at the bottom of the webpage. Please note that observers may be selected by lottery if the number of registered observers exceeds the maximum capacity of the venue.

Distributed materials

In order to promote paperless initiatives for the joint meeting, METI requests observers to cooperate in browsing the meeting materials on the website above or downloading such materials onto their laptop computers, tablets or other communication terminals in advance instead of printing them out.
