New Establishment and Revision of the Japanese Industrial Standards (JIS) (September 2019)

- Establishment and revision of the JIS for customer satisfaction in quality management, etc. -

The Japanese Industrial Standards (JIS) is a collection of national standards stipulating the criteria for mineral and industrial products, data and services in Japan, including their quality, performance and test methods. The Ministry of Economy, Trade and Industry (METI) has been revising and newly establishing such standards in response to societal and technological changes. METI publicly introduces the newly established and revised standards, which are especially important for the economy and for the public, once a month in a press release.

1. Outline of the new establishment and revision of standards

In September 2019, METI newly established 5 standards and revised 15 standards (see Appendix 1). In particular, METI believes that the following revision of three related standards is especially important.

(1) Revision of the JIS for customer satisfaction in quality management

Japanese companies and other organizations are facing an increasing importance of efforts involving customer satisfaction and information management, as part of the organizational goals that companies should achieve. Against this backdrop, METI revised three related JIS for [i] codes of conduct, [ii] handling complaints and [iii] dispute resolution, which are the existing standards stipulated as guidelines for companies and other organizations to help them tackle efforts involving customer satisfaction.

These revised JIS are expected to help companies establish solution processes in an effective and efficient manner while referring to the JIS’s approaches to codes of conduct, handling complaints and disputes resolution. These can be part of the elements of the quality management system they have constructed, and thereby maintain and improve the levels of their customer satisfaction and corporate evaluation

2. Outline of the JIS

Stipulated under the Industrial Standardization Act, the JIS are a collection of national standards certified by the government of Japan, aiming at the quality improvement of mineral and industrial products, data (electromagnetic records) and services as well as at enhancing functions, safety and streamlining of production and other operations thereof.

The JIS stipulate types and quality of products, data, services and other goods, test or assessment methods for ascertaining such types and quality, and the values of standards that businesses are required to meet. Producers, service providers, product users and consumers and other stakeholders, for example, make use of these standards in their approaches to accessing quality products and enjoying provision of services in a secured manner.

METI has been establishing new standards and revising the existing ones for the JIS in response to technological advancements, changes in societal environments and other elements, if necessary.

4. Partial revision of the Industrial Standardization Act

The Bill for the Act of Partial Revision of the Unfair Competition Prevention Act, etc. (Act No. 33 of 2018) was approved at the 196th ordinary session of the Diet in 2018 and the Act was established. In line with this, the Industrial Standardization Act was partially revised to newly entitle data and services as targets of standardization under the Japanese Industrial Standards (JIS) and to change the title of the Industrial Standardization Act from Kogyo Hyojyunka Ho to Sangyo Hyojyunka Ho in Japanese as well as the title of the Japanese Industrial Standards (JIS) from Nihon Kogyo Kikaku to Nihon Sangyo Kikaku (JIS) in Japanese. The revised Act came into force on July 1, 2019.
