In recent years, global economies are facing the problem of increasing exports of products with improperly-lowered prices against the backdrop of excess production capacity. Due to this trend, a growing number of countries have been making use of anti-dumping (AD) measures in order to re-establish fair competition environments.
Bringing together speakers and panelists from the WTO Secretariat, the AD investment authority in Australia, legal communities inside and outside Japan and Japanese industrial players, the seminar will explain AD measures and hold discussions to find effective approaches to utilizing them, while introducing recent world trends in AD measures as well as overseas case examples of imposing them.
1. Outline and purpose
Member countries of the World Trade Organization (WTO) are permitted to impose, as an importing country, AD measures, or special tariff measures, on certain imported products under the WTO Agreement if the importing country finds that an exporting country exports the products with improperly-lowered prices or dumped prices and that the dumped products cause material injury to the domestic industries of the importing country. Through such measures, the importing country corrects the dumped price to the correct price in the country.
In recent years, global economies are facing fiercer business competition, excess production and other international challenges. Against this backdrop, a growing number of countries have been making use of AD measures in order to re-establish fair competition environments. Between 2011 and 2018, the number of AD implementations worldwide nearly doubled. The seminar will be held in the format mentioned above.
