Explanatory Meetings on the Revised Fluorocarbons Recovery and Destruction Law to be Held

Concerning the Act for Partial Revision of the Act on Rational Use and Appropriate Management of Fluorocarbons, which will come into force on April 2020, the Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) will hold a series of explanatory meetings across Japan in order to convey the specifics of the revision to a wide variety of people. The ministries will hold 12 meetings mainly targeting users of commercial refrigerators and air conditioners and 7 meetings mainly targeting building demolition businesses and wastes or recycling businesses.

1. Purpose of the explanatory meetings

Curbing emissions of fluorocarbons is a significant challenge for global society from the perspectives of both protection of the ozone layer and countermeasures against global warming. However, the collecting ratio of coolant fluorocarbons remaining in discarded commercial refrigerators and air conditioners in Japan has remained sluggish for over a decade (accounting for about 30% of total) and is recently flat (accounting for about 40% of total).

In response, Japan revised the Act on Rational Use and Appropriate Management of Fluorocarbons (“Fluorocarbons Recovery and Destruction Law”) and will introduce from April 1, 2020, a new system for ensuring users’ collection of fluorocarbons from discarded equipment through mutual confirmation and collaboration among stakeholders, such as: introduction of direct punishment for a violation of obligations for users of such equipment who have failed to collect fluorocarbons from the equipment; enhancement of efforts that businesses should take in demolishing buildings; and prohibition of trading discarded equipment about which the collection of fluorocarbons is not confirmed.

Aiming to explain the specifics of the Revised Fluorocarbons Recovery and Destruction Law and describe the roles that stakeholders should play under the law, the ministries will hold two types of explanatory meetings: those for users of commercial refrigerators and air conditioners and those for building demolition businesses and wastes or recycling businesses.
