Public Notice and Inspection Regarding Plans for Offshore Power Generation in Nagasaki Prefecture

- Under the Act of Promoting Utilization of Sea Areas in Development of Power Generation Facilities Using Maritime Renewable Energy Resources -

December 6, 2019

The Agency for Natural Resources and Energy (ANRE) under the Ministry of Economy, Trade and Industry (METI) and the Ports and Harbours Bureau under the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) hereby announce that they will start releasing a public notice and provide a public inspection period concerning the proposal for designation of the offshore area near Goto City, Nagasaki Prefecture, as a promising project target area for promoting utilization of sea areas under the Act of Promoting Utilization of Sea Areas in Development of Power Generation Facilities Using Maritime Renewable Energy Resources (hereinafter referred to as the “Act”). This area is one of the selected areas for such purpose.

1. Background

Under the Act, if the government of Japan intends to designate certain areas as a project target area, it is required to release, in advance, a public notice concerning a proposal for designating the area and provide the proposal for public inspection for two weeks.

On July 30, 2019, ANRE and the Ports and Harbours Bureau determined the sea area offshore Goto City, Nagasaki Prefecture, as a promising project target area about which the government of Japan is starting preparations for organizing a council therefor and other efforts. In response to this, a Council on the Sea Area Offshore Goto City of Nagasaki Prefecture was inaugurated and has been holding discussions since.

On November 25, 2019, the council held discussions, agreed to designate the area as a promising project target area and confirmed that the area satisfies the criteria for such promotion under the Act. Accordingly, ANRE and the Ports and Harbours Bureau will start releasing a public notice concerning the proposal for designating the area and providing the proposal for public inspection.
