On December 4 (Wed.), 2019, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Economic Development of the Russian Federation held the Seventh Japan-Russia Meeting Concerning Small and Medium Enterprise (SME) Cooperation in Sapporo, Hokkaido Prefecture. This was the first time that Japan hosted this meeting outside of Tokyo. At this meeting, following on from the two previous meetings, a networking event was held for SMEs and other entities from both countries, in addition to a Japan-Russia public-private dialogue. Japan anticipates that these efforts between Japan and Russia will contribute to further development of business between the two countries.
1. Public-private dialogue
Under the co-chairmanship of Mr. Kamata Atsushi, Deputy Commissioner, Small and Medium Enterprise Agency, and H.E. Mr. Pavlenko, Senior Trade Representative of the Russian Federation in Japan, the dialogue covered challenges in SME policies provided by the governments of Japan and Russia and measures for supporting SMEs in both countries. Following this, representatives from municipalities and support organizations from both countries (i.e., Hokkaido Prefecture, Sapporo City, Niigata Prefecture, the Japan External Trade Organization (JETRO) and the Organization for Small & Medium Enterprises and Regional Innovation, JAPAN from the Japanese side, as well as Irkutsk Oblast, the Russian Export Center and Opora Russia from the Russian side) explained their own measures for supporting SMEs. Finally, representatives from private companies from Japan and Russia explained their businesses that are developing in respective partner countries and participants exchanged views.
2. Networking event between SMEs and other entities from both countries
Supported by JETRO, a networking event was held, bringing together SMEs and other entities from Japan and Russia (27 companies from Japan and 9 from Russia). At the event, participating SMEs and other entities from Japan and Russia established networks, and following this, a business matching event was held between participating companies.
3. Russia’s visit to local Japanese companies
Aiming to enrich understanding of regional support measures for companies and provide case examples of leading Japanese companies developing business in Russia and other facts, a mission of Russian representatives visited the Polytech Center and the Food Processing Research Center, both of which are support organizations in Hokkaido, and also visited SMEs in Hokkaido Prefecture that are trading with Russian companies. In the respective organizations that it visited, the mission exchanged views with staff.

Under the Memorandum of Cooperation on Small and Medium Enterprises signed between METI and the Ministry of Economic Development of Russia in December 2013, six “Japan-Russia Meetings Concerning SME Cooperation” have been held in order to share information on SME support measures and facilitate cooperation in vitalizing SMEs. The first meeting was held in Tokyo in March 2014, the second one in Ulyanovsk, Russia, in December 2014, the third one in Tokyo in June 2015, the fourth one in Khabarovsk, Russia, in August 2016, the fifth one in Tokyo in October 2017, and the sixth one in Khabarovsk, Russia, in December 2018.
