FY2018 Amounts of Fluorocarbons Packed into or Recovered from Commercial Air-conditioning and Refrigeration Units Pursuant to the Revised Fluorocarbons Recovery and Destruction Law

Pursuant to the Act for Rationalized Use and Proper Management of Fluorocarbons (hereinafter referred to as the “Revised Fluorocarbons Recovery and Destruction Law”), the Ministry of Economy, Trade and Industry (METI) and the Ministry of the Environment (MOE) have compiled information on the amounts of fluorocarbons packed into* and recovered from commercial refrigeration and air-conditioning units (hereinafter referred to as the “units”) in FY2018.

*Note: From FY2016 (from the report on FY2015 amounts), METI started releasing information on the amounts of fluorocarbons packed into the units based on the reports on such amounts from businesses.

Summary of the compiled results of the amounts of packed and recovered fluorocarbons in FY2018 (see Table 1)

(1) Amount of fluorocarbons packed into the units

In FY2018, the total number of units into which fluorocarbons were packed was approximately 0.56 million units (an increase of approximately 0.005 million from the previous fiscal year), and the total amount of fluorocarbons packed into the units was approximately 5,461 tons (an increase of approximately 233 tons from the previous fiscal year).

A breakdown of the total amount of fluorocarbons packed into the units on occasions other than installation thereof or installation thereof follows.

a) Fluorocarbons packed into the units on occasions other than installation
In FY2018, the total number of the units into which fluorocarbons were packed on occasions other than installation was approximately 0.39 million (an increase of approximately 0.008 million from the previous fiscal year), and the total amount of fluorocarbons packed into the units was approximately 3,730 tons (an increase of approximately 150 tons from the previous fiscal year).

b) Fluorocarbons packed into the units on the occasion of installation
In FY2018, the total number of the units into which fluorocarbons were packed on the occasion of installation was approximately 0.17 million (a decrease of approximately 0.003 million from the previous fiscal year), and the total amount of fluorocarbons packed into the units was approximately 1,732 tons (an increase of approximately 83 tons from the previous fiscal year).

(2) Amount of fluorocarbons recovered from the units

In FY2018, the total number of the units from which fluorocarbons were recovered was approximately 1.55 million (an increase of approximately 0.03 million from the previous fiscal year), and the total amount of fluorocarbons recovered from the units was approximately 5,216 tons (an increase of approximately 121 tons from the previous fiscal year).

A breakdown of the total amount of fluorocarbons recovered from the units on the occasion of disposal or on the occasion of maintenance* is as follows.

a) Fluorocarbons recovered from the units on the occasion of disposal
In FY2018, the total number of the units from which fluorocarbons were recovered on the occasion of disposal was approximately 1.29 million (an increase of approximately 0.031 million from the previous fiscal year), and the total amount of fluorocarbons recovered from the units was approximately 3,795 tons (an increase of approximately 95 tons from the previous fiscal year).

b) Fluorocarbons recovered from the units on the occasion of maintenance
In FY2018, the total number of the units from which fluorocarbons were recovered on the occasion of maintenance thereof was approximately 0.26 million (a decrease of approximately 0.001 million from the previous fiscal year), and the total amount of fluorocarbons recovered from the units was approximately 1,421 tons (an increase of approximately 26 tons from the previous fiscal year).

*Note: The term “on the occasion of maintenance” refers to circumstances where fluorocarbons contained in commercial refrigeration and air-conditioning units are recovered on the occasion of maintenance or repair and the units are used again after maintenance or repair, rather than being disposed of.
