On February 22 (Sat.), 2020, Mr. Matsumoto Yohei, State Minister of Economy, Trade and Industry, attended the 39th National Assembly of the Young Entrepreneurs Group of the Japan Chamber of Commerce and Industry (JCCI) held in Numazu City, Shizuoka Prefecture. In addition, State Minister Matsumoto visited an exhibition of regional specialties with a project booth for the Project for Encouraging Businesses to Employ Cashless Payment Systems and Pass on Benefits to Consumers (hereinafter referred to as the “project”) where all the exhibitors utilized cashless payment systems. Following this, he delivered a celebratory speech as a guest of honor at a commemoration ceremony and encouraged small- and mid-sized stores in local communities to introduce such systems.

1. Outline of the project

Along with the consumption tax rate hike from October 1, 2019, Japan has been taking measures to implement consumer demand leveling. As part of these measures, the project aims to support SMEs and small enterprises in passing on premium points to consumers through cashless payment methods for a limited nine month period from the start of the consumption-tax rate hike. This initiative is conducted with the additional goal of improving the productivity of SMEs and enhancing consumer friendliness through introducing cashless payment systems into businesses.

2. State Minister Matsumoto attending the 39th National Assembly of the JCCI Young Entrepreneurs Group

From February 19 to 22, 2020, the 39th National Assembly of the JCCI Young Entrepreneurs Group, titled “Fujinokuni Shizuoka Numazu Assembly,” was convened, bringing together about 7,700 young business operators playing a leading role in the regional economy. In the exhibition of regional specialties held as a side event to the assembly, all exhibitors (about 50 stores) employed cashless payment systems and a series of booths were featured, such as a booth explaining how to apply for the project and how to use cashless payment systems and special booths for cashless payment companies.

Together with Mr. Mimura Akio, Chairman, JCCI, and Dr. Kawakatsu Heita, Governor of Shizuoka Prefecture, State Minister Matsumoto visited the booth for the project and the exhibition. Following this, State Minister Matsumoto delivered a celebratory speech as a guest of honor at a commemoration ceremony and encouraged small- and mid-sized stores in local communities to introduce cashless payment systems.
