Measure for Supporting SMEs Affected by Novel Coronavirus Disease to be Taken
(Additional designation of industries as those subject to No.5 Safety Nets for Financing Guarantee)

As a result of the occurrence of the novel coronavirus disease, SMEs have been facing worse business conditions as the industries that they belong to have been affected by the novel coronavirus disease. In light of this, the Ministry of Economy, Trade and Industry (METI) decided to additionally designate certain industries as those subject to “No.5 Safety Nets for Financing Guarantee” as a measure for providing financing support to SMEs affected by the disease. This measure will allow SMEs in the designated industries to access a guarantee under a framework that is separate from a general financing guarantee.
METI will additionally designate 151 industries which have been affected by the novel coronavirus disease as those subject to No.5 Safety Nets for Financing Guarantee.
*Note: “No.5 Safety Nets for Financing Guarantee” aims to support financing of SMEs and small enterprises whose sales and other sources of revenue are declining. In this system, Credit Guarantee Corporations will guarantee 80% of the loan amount for such SMEs under a framework that is separate from a general financing guarantee (see Appendix 1).
These 151 industries include convenience stores, interpreter and guide-interpreter services, worker dispatching services, etc.

Note: For the industries currently designated as those subject to No.5 Safety Nets for Financing Guarantee, see Appendix 3 (Industries designated as those subject to No.5 Safety Nets for Financing Guarantee from April 1, 2020, to June 30, 2020).
On April 10, 2020, METI will release a public notice on this additional designation of the industries in the official gazette. Prior to this, on April 8, 2020, Credit Guarantee Corporations will open preparatory consultation counters for businesses to explain the No.5 Safety Nets for Financing Guarantee system. If you wish to make use of No.5 Safety Nets for Financing Guarantee, your decline in profits or other sources of revenue need to be certified by the head of your municipality. Please contact your local municipal offices.
