Two Standardization Project Themes Determined as New Standardization Projects to be Developed by Taking Advantage of the “Standardization System for Cultivating New Markets”

April 14, 2020

The Ministry of Economy, Trade and Industry (METI) determined two standardization project themes, which have been proposed by the two businesses as below, as new standardization projects to be developed by taking advantage of the Standardization System for Cultivating New Markets.* This determination was made based on the results of the examination conducted by the Japanese Industrial Standards Committee (JISC), a council inaugurated by METI under the Industrial Standardization Act. Future standardization activities involving these new projects are expected to contribute to creating new markets.

1. Overview

Standardization may work as a measure for effectively improving public trust in technologies and products, raising public awareness thereof and bringing about other advantages. Accordingly, deployment of strategic standardization activities has the potential for contributing to creating new markets for new technologies and other new business activities.

In light of this, under the Public-Private Strategies for Standardization formulated in May 2014, METI, in July 2014, established a Standardization System for Cultivating New Markets under which, by omitting conventional difficult steps of reaching consensus in industrial associations, Japan is able to quickly develop domestic standards (JISs) or submit proposals for new international standards (to ISO/IEC) for outstanding technologies and products owned by companies or other businesses, aiming at leading new standards to creating new markets and other business occasions.

Against this backdrop, the JISC Standard Board for IEC Area examined whether the following two project themes proposed by the two businesses are feasible as new standardization projects to be developed by taking advantage of the Standardization System for Cultivating New Markets and recognized them as appropriate themes. In response, METI will advance discussions on standardization of these themes in a specific manner.

Themes determined as target projects for standardization by taking advantage of the Standardization System for Cultivating New Markets

Proposed theme Proposer (Address)
Standardization of “non-destructive testing – methods of testing the soundness of anchor bolts using bolt testers – impact wave methods” Nitto Construction, Inc. (Hokkaido Prefecture)
Standardization of “methods of testing the performance of releasing molds for coating films of fluorine containing compounds for molds in a fine and precision shape which are used for molding thermosetting resins” Toadenka Co., Ltd. (Iwate Prefecture)

2. Future schedule

A Committee for Preparing Draft Proposals, consisting of representatives of the companies that proposed the themes above and other experts will be established and the committee will prepare draft proposals for standardization of the themes.** Following the completion of the draft proposals, JISC will examine the proposals and establish new domestic standards (JISs) for the themes.
