One Standardization Project Theme Determined as New Standardization Projects to be Developed by Taking Advantage of the "Standardization System for Cultivating New Markets"

April 28, 2020

Based on the results of deliberations by the Japanese Industrial Standards Committee (JISC) (a committee established within the Ministry of Economy, Trade and Industry (METI) under the Act on Industrial Standardization), METI determined the following standardization project theme, which was proposed by one business, as a new standardization project to be developed by taking advantage of the "Standardization System for Cultivating New Markets"*. Future standardization activities involving this new project are expected to contribute to creating new markets.

1. Outline

Standardization may work as a measure for effectively improving public trust in technologies and products, raising public awareness of the technologies and products, and bringing about other advantages. Accordingly, deployment of strategic standardization activities has the potential to contribute to creating new markets for new technologies and other new business activities.

In light of this, under the "Public-Private Strategies for Standardization" formulated in May 2014, METI established the "Standardization System for Cultivating New Markets" in July 2014 with the aim of making it possible to develop domestic standards (JISs) or submit proposals for new international standards (to ISO/IEC) for outstanding technologies and products owned by companies or other entities, in particular with regard to cases where consensus building is difficult due to the absence of relevant industrial associations or other factors, thereby contributing to the creation of new markets.

Against this backdrop, the JISC Standards Board for the ISO Area examined the proposed standardization project theme and determined that is feasible as a new standardization project to be developed by taking advantage of the system. Based on this, METI decided to advance specific discussions on this theme toward standardization.

2. Future schedule

The Japanese Standards Association (JSA) will establish a Committee for Preparing Draft Proposals, consisting of representatives of the companies that proposed the project theme and experts, and the committee will prepare a draft proposal for standardization of the theme.** Following the completion of the draft proposal, JISC will examine the proposal and establish new domestic standards (JISs) for the themes.
