Businesses Determined to which METI Commissions “FY2020 Project for Enhancing Systems of Remote Heath Consultation Services under the Supplementary Budget”

The Ministry of Economy, Trade and Industry (METI) will open health consultation counters at which people are able to consult with doctors and other medical workers regarding their health concerns remotely and free of charge, including consultations on people’s concerns over the expanding novel coronavirus disease.

These counters will be open for the period between May 1 (Fri.) and June 26 (Fri.), 2020.

METI determined LINE Healthcare Corporation, Mediplat Inc., Kids Public Inc. and Safety Net Corporation as businesses to which METI will commission the project.

1. Outline of the remote health consultation counters providing interviews with doctors

In light of the characteristics of the novel coronavirus disease, the government considers it important for people to avoid visiting medical institutions only based on their concerns over the disease without first appropriately consulting with experts and other medical workers and avoid unnecessarily visiting any environments where people are more likely to be infected by the disease. To this end, it has issued the Basic Policies for Novel Coronavirus Disease Control, which were decided by the Novel Coronavirus Response Headquarters. In accordance with these policies, METI will start the Program for Remote Health Consultation Services, in which doctors remotely interview people with medical concerns.

These remote health consultations that provide interviews with doctors and other medical experts are services in which a doctor or other medical expert and a concerned party communicate remotely over information communication devices (e.g., personal computers and smartphones), and the doctor offers necessary medical advice based on the concerned party’s personal mental and physical conditions. Through these services, no diagnoses or prescriptions for medication can be provided to the concerned party. However, the consulting doctor may remotely provide helpful advice to the party concerning his/her health concerns.

2. Types of such counters and how to make use of them

(1) Consultation counter providing 24-hour services via chatting: Commissioned to LINE Healthcare Corporation

This counter provides chat-based, 24-hour consultation services in which general users are able to consult with doctors regarding their health concerns.

(2) Consultation counter providing services for companies concerning their healthcare management systems and other activities: Commissioned to Mediplat Inc.

This counter aims to address concerns that human resources personnel at companies and others have over companies’ healthcare management systems and other activities and, to this end, it provides services in which doctors and other medical experts hold interviews with such personnel and employees of companies as well as family members of such employees.

(3) Consultation counter providing services exclusively for pediatrics, gynecology and obstetrics: Commissioned to Kids Public Inc.

This counter provides services in which users, mainly expecting and nursing mothers and people caring for children, are able to consult with medical specialists and other medical experts regarding their health concerns and those related to their children via video telephone or chat service.

(4) Consultation counter providing services exclusively for mental health: Commissioned to Safety Net Corporation

This counter provides 24-hour telephone services in which users are able to consult with psychological counselors and other experts regarding their concerns over mental conditions resulting from the long-term request for the public to refrain from going out and other factors.
