FY2019 Measures to Promote Manufacturing Technology (White Paper on Monodzukuri 2020) Released

FY2019 Measures to Promote Manufacturing Technology is a report on measures that the government of Japan has taken to promote core manufacturing technologies, which was compiled pursuant to Article 8 of the Basic Act on the Promotion of Core Manufacturing Technology (Act No. 2 of 1999).
This report was jointly prepared by three ministries, namely, the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of Education, Culture, Sports, Science and Technology (MEXT), and approved by the Cabinet on May 29, 2020.
Key points of the White Paper on Monodzukuri 2020
The report presents new strategies that Japanese manufacturing industries should employ as they confront needs for dramatic change, e.g., reorganization of supply chains, amidst continuous uncertainty as seen in expansion of the novel coronavirus disease, the trade disputes between the United States and China, and growing geopolitical risks.
Specifically, the report finds that it is dynamic capabilities that Japanese companies should absolutely prioritize in order for them to quickly and flexibly respond to dramatic changes in environments which are difficult to forecast.
The report explains that based on this, companies need to: promote digital transformation, enhance design ability and fortify human resources for the purpose of improving the dynamic capabilities. Following this, it presents specific measures for achieving these goals while referring to many case examples.
