R&D and Innovation Subcommittee Compiles its Interim Report 2020 Titled “Toward Creation of Innovations as a Source for Generating Value from Future Demands”

The R&D and Innovation Subcommittee of the Committee on Industrial Science and Technology Policy and Environment under the Industrial Structure Council (chair: Dr. Gonokami Makoto, President, Tokyo University) compiled its interim report 2020 titled “Toward Creation of Innovations as a Source for Generating Value from Future Demands” and the Ministry of Economy, Trade and Industry (METI) hereby releases it.

1. Background

Japan has been failing to create new industries in such fields as IT, facing shrinking sources of income even in fields in which it boasts competitiveness, as emerging countries have been catching up with Japan. In addition, it is also facing a new paradigm resulting from stagnation of economic activities and structural changes, which are caused by global expansion of the novel coronavirus disease.

Against this backdrop, Japan should now tackle “creation of innovations as a source for generating new value from future demands” from a long-term viewpoint, taking advantage of the current state where global society is reaching a paradigm shift. To achieve this and also to convert this crisis into an opportunity and build momentum for accelerating social reform at once, the subcommittee compiled recommendations on actions that Japan should take under a framework led by the private enterprises, with concerted efforts by universities and the government, while also taking into consideration overseas trends.
