“Guidelines for Measures against Flood Disasters at Electricity Facilities in Buildings” Compiled

- Explaining measures for keeping such facilities functional in the case of the occurrence of floods and other water inflows -

The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) and the Ministry of Economy, Trade and Industry (METI) compiled guidelines explaining ideal approaches to and specific case examples of measures against flood disasters at electricity facilities in such buildings as condominiums, office buildings, and hospitals whose facilities are considered necessary to be kept functional in the case of the occurrence of floods and other water inflows.

MLIT and METI will raise awareness of the guidelines among regional municipalities, related industrial associations and other organizations in order to encourage them to refer to the guidelines in taking measures against flood disasters in newly built and existing buildings for the purpose of keeping their facilities functional in the case of the occurrence of floods and other water inflows.

1. Overview

Heavy rains associated with Typhoon No. 19 that hit Eastern Japan in 2019 caused inflows of rainwater into the high-voltage substation equipment installed on the basement floors of high-rise condominiums in the area and caused blackouts in the buildings. These blackouts caused damage to the buildings in which elevators, water-supply facilities and other essential utilities became unavailable for a period of time.

In light of the occurrence of this damage from flood disasters to such buildings, in November 2019, MLIT and METI jointly inaugurated a “Study Group on Ideal Approaches to Measures against Flood Disasters at Electricity Facilities in Buildings,” bringing together academic experts, and representatives of related industrial associations and other organizations. The study group compiled the “Guidelines for Measures against Flood Disasters at Electricity Facilities in Buildings.”

On June 19, 2020, MLIT and METI will announce the guidelines to regional municipalities, related industrial associations and other organizations in order to encourage them to refer to the guidelines in taking measures against flood disasters in newly constructed and existing buildings for the purpose of keeping such buildings functional in the case of the occurrence of floods and other water inflows.

Main text of the guidelines - This section explains ideal approaches to measures against flood disasters at electricity facilities in newly constructed and existing buildings whose facilities should be kept functional in the case of the occurrence of floods and other water inflows; and also states characteristics, points to note and other key points of related efforts.
Collection of references - This collection presents specific case examples of, explanations on and other information on the measures against flood disasters at electricity facilities in buildings by presenting illustrations, photos and other data.
