The Ministry of Economy, Trade and Industry (METI) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) established Guidelines for Public Tender of Occupancy concerning an area offshore Goto City, Nagasaki Prefecture, which is an area designated as a promotion zone for the development of marine renewable energy power generation facilities under the Act on Promoting the Utilization of Sea Areas for the Development of Marine Renewable Energy Power Generation Facilities (hereinafter referred to as the “Act”). Accordingly, METI and MLIT hereby issue a public notice of the guidelines and open a call for applicants for project operators.

1. Background

On December 27, 2019, METI and MLIT designated an area offshore Goto City, Nagasaki Prefecture, as a promotion zone for the development of marine renewable energy power generation facilities under the Act. It is established under the Act that when the government designates such a promotion zone, it must establish the guidelines for implementation of a public tender process and the occupancy of a target sea area in order to select, by public tender, operators to carry out the project for development of marine renewable energy power generation facilities.

Against this backdrop, METI and MLIT heard opinions from the Procurement Price Calculation Committee, relevant prefectural governors and academic experts (at the joint meeting of the Working Group on Promoting Offshore Wind Power Generation under the Subcommittee on Mass Introduction of Renewable Energy and Next-Generation Electricity Networks of the Committee on Energy Efficiency and Renewable Energy of the Advisory Committee for Natural Resources and Energy; and the Subcommittee for Promoting Offshore Wind Power Generation under the Environment Committee of the Harbor Committee of the Transport Policies Council) as stipulated under the Act, and, based on the results, they established the guidelines for the project target area offshore Goto City, Nagasaki Prefecture. Accordingly, METI and MLIT hereby issue a public notice of the guidelines and open a call for applicants for operators to carry out the project for development of offshore wind power generation facilities in the area for the purpose of selecting such operators.
