Cabinet Decisions on: the Cabinet Order for Stipulating the Enforcement Date of the Act on Promotion of Developing/Supplying and Introducing Systems Making Use of Specified Advanced Information and Communications Technologies; and the Order for Enforcement of the Act on Promotion of Developing/Supplying and Introducing Systems Making Use of Specified Advanced Information and Communications Technologies

1. Background

At the 201st ordinary session of the Diet, the Act on Promotion of Developing/Supplying and Introducing Systems Making Use of Specified Advanced Information and Communications Technologies was established. In response, on August 25, 2020, Cabinet Decisions were made on the Cabinet Orders that are relevant to stipulating matters delegated to Cabinet Orders under the Act, the enforcement date and other provisions.

2. Outline of the Cabinet Orders on which Cabinet Decisions were made

(1) Cabinet Order for Stipulating the Enforcement Date of the Act on Promotion of Developing/Supplying and Introducing Systems Making Use of Specified Advanced Information and Communications Technologies

The Cabinet Order is to stipulate the enforcement date of the Act on Promotion of Developing/Supplying and Introducing Systems Making Use of Specified Advanced Information and Communications Technologies as August 31, 2020.

(2) Order for Enforcement of the Act on Promotion of Developing/Supplying and Introducing Systems Making Use of Specified Advanced Information and Communications Technologies

1. The Order is to stipulate requirements for systems that make use of specified advanced information and communications technologies.
   1. It is to stipulate the frequencies of radio waves used by the systems that make use of specified advanced information and communications technologies (5G systems) under Article 2(1)(i) of the Act.
   2. It is to stipulate the businesses and services provided by the systems that make use of specified advanced information and communications technologies (drone systems) under Article 2(1)(ii) of the Act. It also stipulates the required performance of drones.
2. It is to stipulate “designated financial institutes” and the related acts serving as standards for such institutes.
