Initiation of an Expiry Review of the Anti-Dumping Duties on Potassium Hydroxide Originating in the Republic of Korea and the People’s Republic of China

Ministry of Economy, Trade and Industry (METI) and Ministry of Finance (MOF) today decided to initiate an expiry review of the anti-dumping duties on potassium hydroxide originating in the Republic of Korea and the People’s Republic of China. This review is initiated based on an application filed by the industry, which has been examined in accordance with the provisions of related laws and regulations.
On July 7, 2020, METI and MOF received an application to continue an imposition* of the anti-dumping duties on potassium hydroxide** originating in the Republic of Korea and the People’s Republic of China*** from the Potassium Product Manufacturers Association. Both ministries examined the application in accordance with the provisions of the international rules under the WTO Agreements and related domestic laws and regulations and found that the application fulfilled the formal requirements for initiating an investigation. As a result, the ministries decided to initiate the review of the anti-dumping investigation (Public Notice on August 31, 2020).
* The Government of Japan has imposed anti-dumping duties of 49.5% to 73.7% on potassium hydroxide originating in the Republic of Korea and the People’s Republic of China since August 9, 2016.
** Potassium hydroxide, which is in the form of liquid dissolved in water or white flake solid, is mainly used as a material for chemical fertilizer, electrolytic liquid for alkali batteries, photographic developing solution, reaction aids for inorganic chemistry, synthetic resin reactor, a material for concrete miscible, and a material for liquid soaps and detergents.

2．Outline of the Review
The Review is to be concluded within one year, in principle. The ministries will provide opportunities for interested parties to present evidence and information in addition to investigations to exporting companies in Korea, China and domestic companies.
Following those reviews, the Government of Japan will determine whether the expiry of duty would be likely to lead to continuation or recurrence of dumping and injury, in accordance with the provisions of the international rules under the WTO Agreements and related domestic laws and regulations and make a decision on whether or not to continue the imposition of the anti-dumping duties on the product subject to the review.
