Results Compiled for the Second Round of Applications from Medical Institutions Intending to Conduct Novel Coronavirus Tests for Business Travelers

The Ministry of Economy, Trade and Industry (METI) opened a second round of the call for applicant medical institutions cooperating in issuing a certificate certifying a negative result of a PCR test targeting business travelers and others, and, as a result, it received applications from 274 medical institutions in total including those received in the first round of the call. This is expected to allow medical institutions to conduct up to 5,400 PCR tests a day (weekdays). METI will start official registration of these institutions in the COVID-19 Testing Center for Overseas Travelers (TeCOT)* within a few days of this release. This is a system in which a Japanese national as a business traveler is able to smoothly obtain a certification for a negative result of a PCR test concerning the novel coronavirus disease in response to a request from his/her destination country. This system is officially called “COVID-19 Testing Center for Overseas Travelers” or “TeCOT” in English.

1. Outline of TeCOT

METI, in collaboration with the Ministry of Health, Labour and Welfare (MHLW), will establish the COVID-19 Testing Center for Overseas Travelers (TeCOT)*, a system in which the government supports business travelers in smoothly making a reservation at a medical institute providing a PCR test or other services and obtaining a certification for a negative result of the test in response to a request from their destination country. METI will endeavor to start the operation of TeCOT in October 2020 and will open another round of the call for participants in TeCOT targeting a wide variety of medical institutions.

*Note: Along with this effort, METI will hold discussions also on explanations of requirements for such certification, which vary depending on the destination country, digital-based issuance of such certification, and other efforts.

2. Results of the second round of the call

METI opened the second round of the call, from August 7 to 31, 2020, for medical institutions providing a certification for a negative result of a PCR test targeting business travelers and others and received the applications as below. In response, METI hereby announces the results of the second round of the call together with those of the first round from July 27 to 31, 2020, which were already announced on August 7, 2020.

Number of applications: 247 medical institutions in total
Number of tests (sampling) available: around 5,400 cases per day (nationwide on weekdays)

Notes:
1. In response to the first round of the call, the applications from 146 medical institutions were received. This allowed medical institutions to collect about 2,200 samples per weekday.
2. For more information on the call, see the Appendix below.

3. Future procedures

METI will separately send instructions on how to complete application procedures for official registration in TeCOT within a few days of this release to the medical institutions wishing to participate in TeCOT, including those that have already filed applications in response to the second round of the call.
