Mr. Kajiya Toshiyuki Receives Lord Kelvin Award from International Electrotechnical Commission (IEC)

On November 13, 2020, the International Electrotechnical Commission (IEC) held an IEC General Meeting in Geneva, Switzerland, and decided to grant the Lord Kelvin Award, the IEC’s highest award, to Mr. Kajiya Toshiyuki, Alternate of the IEC Conformity Assessment Board (CAB)* as well as Commissioner of the Institute of Global Safety Promotion. Mr. Kajiya is the fifth Japanese recipient of the award, and the first in the last six years.
The IEC inaugurated the Lord Kelvin Award, the IEC’s highest award, in 1995 in honor of H.E. William Thomson, Baron Kelvin, the IEC’s first president who took office from 1906 to 1907. Since then, the IEC has been granting the award to one outstanding person every year who is found to have achieved outstanding achievements in years-long global standardization of electric and electronic technologies in the IEC.
In 2020, Japan submitted its nomination of Mr. Kajiya, Alternate of the IEC CAB as well as Commissioner of the Institute of Global Safety Promotion, to the IEC, and, in response, the IEC decided to grant the award to Mr. Kajiya as a result of the election held at the IEC Central Office.

Mr. Kajiya served as the domestic chair of the IEC System of Conformity Assessment Schemes for Electrotechnical Equipment and Components (IECEE) from 2005 and as the domestic chair of the IECCAB from 2009. He also participated in the IECEE and the IECCAB as a representative of Japan and contributed to the bodies. He served as the international chair of the CAB Energy Efficiency Working Group from 2012 and has been serving as the co-chair of the IECEE Policy and Strategy Committee from 2015. In parallel with advancing these activities, he proactively recommended the IECEE certification systems as those “proving the appropriateness of regulations” to the regulation authorities in the respective member countries and also played a central role in: developing a framework for capacity building of the IECEE member countries, designing proposals for effective use of the IECEE at testing and certification organizations in ASEAN economies, and seminars hosted by the government of Japan. As a result of global and domestic appraisal of his achievements above, Mr. Kajiya was honored with the METI Minister’s Award in 2008, the IEC 1906 Award in 2015 and the Prime Minister’s Award in 2019.
The CAB is a board working for promoting the operation of the IEC’s activities for conformity assessment and implementing necessary support measures. Its missions are establishment and management of conformity assessment systems for certification, etc.
