The Eight Japan-Russia Meeting on Cooperation of Small and Medium Enterprises Held

On December 16 (Wed.), 2020, the Ministry of Economy, Trade and Industry (METI) and the Ministry of Economic Development of the Russian Federation held The Eight Japan-Russia Meeting on Cooperation of Small and Medium Enterprises (SME) via video conference. At this meeting, following on from the previous meeting in the FY2019, a networking event was held among SMEs and other entities from both countries, in addition to a Japan-Russia public-private joint dialogue. Japan anticipates that these efforts between Japan and Russia will contribute to further development of business between the two countries.
1. Public-private joint dialogue
In attendance with Mr. Nasuno Futoshi, Deputy Commissioner, Small and Medium Enterprise Agency (SMEA), and Ms. Inna Dadayan, Director, Department of Investment Policy and Entrepreneurship Development, Ministry of Economic Development of the Russia, the governments of Japan and Russia explained their policies for supporting SMEs amid the spread of the novel coronavirus disease (COVID-19). Following this, representatives from municipalities and support organizations from both countries (i.e., Hokkaido, Shizuoka and Tottori Prefectures, the Japan External Trade Organization (JETRO) and the Organization for Small & Medium Enterprises and Regional Innovation, JAPAN from the Japanese side, as well as Novgorod Oblast and JSC Russian Small and Medium Business Corporation (RSMB Corporation) from the Russian side explained their own measures for supporting SMEs and Japan-Russia regional exchange. Moreover, representatives of private companies from Japan and Russia explained their businesses that are developing in respective partner countries, and then participants exchanged views.
2. Networking event between SMEs and other entities from both countries
As a side event of the meeting, for two days on December 17 (Thur.) and 18 (Fri.), 2020, JETRO, RSMB Corporation and the Novgorod Oblast Corporation for Development hosted and jointly held a networking event online between Japanese and Russian SMEs and other entities (Japanese side: 18 companies; Russian side: 17 companies). The event provided a business-to-business matching for the respective participating companies based on the requests that such companies had submitted in advance.

Under the Memorandum of Cooperation on Small and Medium Enterprises signed between METI and the Ministry of Economic Development of Russia in December 2013, seven “Japan-Russia Meetings Concerning SME Cooperation” have been held in order to share information on SME support measures and facilitate cooperation in vitalizing SMEs. The first meeting was held in Tokyo in March 2014, the second one in Ulyanovsk, Russia, in December 2014, the third one in Tokyo in June 2015, the fourth one in Khabarovsk, Russia, in August 2016, the fifth one in Tokyo in October 2017, the sixth one in Khabarovsk, Russia, in December 2018, and the seventh one in Sapporo on December 4, 2019.
