A working group on energy efficiency standards (*1), a body established under the Agency for Natural Resources and Energy (ANRE), compiled a “Report on New Energy Efficiency Standards for Electric Water Heaters (Residential Heat Pump Water Heaters).”
Concerning new standards for energy consumption efficiency (energy efficiency standards) for electric water heaters (residential heat pump water heaters) under the Act on the Rational Use of Energy (Act No. 49 of 1979), a working group on energy efficiency standards, a body established under ANRE, has been holding discussions since June 2019. As part of this effort, on March 3, 2021, the working group compiled a report titled “Report on New Energy Efficiency Standards for Electric Water Heaters (Residential Heat Pump Water Heaters)” (*2) following the results of its meeting held on February 15, 2021.
Outline of the new energy efficiency standards
- Target fiscal year: FY2025 (fiscal year of Reiwa 7)
- Target equipment: Electric water heaters (residential heat pump water heaters using carbon dioxide as a coolant)
- Standard energy consumption efficiency (energy efficiency standards): See the table below.

Note: The target equipment is expected to achieve improvement of the energy consumption efficiency by about 5% from the achievements in the current standard fiscal year (FY2017).
