New Energy Efficiency Standards Formulated for Magnetic Disk Units, Gas Water Heaters, and Oil Water Heaters

On April 19, the Ministry of Economy, Trade and Industry (METI) promulgated and enforced a Ministerial Order and Public Notices that stipulate new standards energy consumption efficiency (energy efficiency standards) and other rules for magnetic disk units, gas water heaters, and oil water heaters.

Under the Act on the Rational Use of Energy (Act No. 49 of 1979), METI is promoting efforts toward energy efficiency regarding equipment for which it is particularly necessary to improve the rational use of energy. Its approaches include setting energy efficiency standards that relevant manufacturers, etc. are required to ensure that their products satisfy by the target fiscal year. These standards are formulated in light of factors such as the performance of the products with the highest energy consumption efficiency rate (called "top runners") and their prospects for future technical development.

In FY2020, working groups on energy conservation standards,(*1) bodies established under the Agency for Natural Resources and Energy (ANRE), compiled reports on new target fiscal years, energy efficiency standards, etc. for magnetic disk units, gas water heaters, and oil water heaters.(*2)

In light of these reports, on April 19, METI promulgated and enforced a Ministerial Order and Public Notices that stipulate new energy efficiency standards and other rules for magnetic disk units, gas water heaters, and oil water heaters. In the Ministerial Order and Public Notices, FY2023 has been set as the target fiscal year for the new energy efficiency standards, etc. stipulated for magnetic disk units, and FY2025 has been set for those stipulated for gas water heaters and oil water heaters.

*1: Due to constraints regarding the data that can be verified, data for water heaters (category I, II, and III) from FY2009 and for heaters (category IV) from FY2016 were used to calculate the rate of improvement in thermal efficiency.

*2: Because differences in efficiency can arise between heaters in categories I and III depending on the installation environment and structure of the equipment (wall-through, wall-mounted, etc.), energy efficiency standard values were calculated by multiplying by coefficients specified for each structure.
