"Encouraging Japanese and Foreign Employees to Think about Miscommunication in Workplaces" Educational Videos Created, along with a Learning Handbook

The Ministry of Economy, Trade and Industry (METI) has created educational videos titled "Encouraging Japanese and Foreign Employees to Think about Miscommunication in Workplaces" and a "Handbook for Dialog-based Learning Using Educational Videos." The aim is to promote learning toward effective communication between Japanese and foreign employees in workplaces.

1. Background and purpose

In FY2020, the joint secretariat of three ministries—METI, the Ministry of Education, Culture, Sports, Science and Technology (MEXT), and the Ministry of Health, Labour and Welfare (MHLW)—decided to investigate learning methods toward effective communication with foreign personnel in workplaces. The decision was made based on discussions by the Project Team for Employment of International Students and Empowerment after Hiring, which was organized through industry-academia-government collaboration.

The Basic Policy for the Comprehensive and Effective Implementation of Measures to Promote Japanese Language Education (Cabinet decision in June 2020) and Comprehensive Measures for Acceptance and Coexistence of Foreign Nationals (decided on by the Ministerial Conference on Acceptance and Coexistence of Foreign Nationals in July 2020) also state that it is important to enhance the environment on the employers’ side in which effective communication is ensured in workplaces, etc. Besides this, Follow-up on the Growth Strategy (Cabinet decision in June 2020) and other policies also stipulate that the Japanese government should conduct surveys to promote effective communication between Japanese and foreign employees.

In light of this, METI conducted a demonstration survey at companies on learning toward effective communication with foreign employees in workplaces. It has also created educational videos that can be used online, and published them as open data. METI has also created a "Handbook for Dialog-Based Learning Using Educational Videos" to help ensure effective learning at companies.
