On May 26, the Ministry of Economy, Trade and Industry (METI) promulgated a Public Notice that stipulates new standards of energy consumption efficiency (energy efficiency standards) and other rules for electric water heaters (heat pump water heaters for home use).
Under the Act on the Rational Use of Energy (Act No. 49 of 1979), METI is promoting efforts toward energy efficiency regarding equipment for which it is particularly necessary to improve the energy consumption efficiency. Its approaches include setting energy efficiency standards that relevant manufacturers, etc. are required to ensure that their products satisfy by the target fiscal year. These future standards are formulated based on various factors, such as the performance of the products with the current highest efficiency rate (called "top runners").
In households, energy consumed in hot water systems accounts for a large portion of total energy consumption. In light of this fact, a working group discussed reviewing the energy efficiency standards for electric water heaters (heat pump water heaters for home use), and compiled a report (Note) in March 2021 indicating a new target fiscal year, energy efficiency standards, and other matters. In light of this report, on May 26, METI promulgated a Public Notice that stipulates new energy efficiency standards and other rules with FY2025 as the target year.

Note: The target equipment is expected to improve energy consumption efficiency by about 5% compared with the achievements of the current standard fiscal year (FY2017).
