Selection of Operators for the Offshore Wind Power Generation Project off Goto City, Nagasaki Prefecture

The Ministry of Economy, Trade and Industry (METI) and the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) have chosen Goto City Offshore Wind Power Generation LLC (provisional name) as a selected operator for a project off the coast of Goto City, Nagasaki Prefecture. This area is a promotion zone for the development of marine renewable energy power generation facilities under the Act of Promoting Utilization of Sea Areas in Development of Power Generation Facilities Using Maritime Renewable Energy Resources.

METI and MLIT have issued a call for operators for an offshore wind power generation project in the promotion zone for the development of marine renewable energy power generation facilities off the coast of Goto City, Nagasaki Prefecture under the Act of Promoting Utilization of Sea Areas in Development of Power Generation Facilities Using Maritime Renewable Energy Resources (Act No. 89 of 2018, hereinafter referred to as the "Act"). They have now selected an operator as follows, based on the opinions of the governor of Nagasaki Prefecture and of a third-party committee consisting of academics, experts, and other members.

1. Selected project operators (Consortium)

Goto City Offshore Wind Power Generation LLC (provisional name)

Toda Corporation, ENEOS Corporation, Osaka Gas Co., Ltd., Kansai Electric Power Co., Inc., INPEX Corporation, Chubu Electric Power Co., Inc.

Power generation capacity: 16,800 kW (2,100 kW x 8 units)

2. Results of the selection of project operators and the reasons for selection

Only one bidder responded to the call. The bidder's plan was examined according to the provisions of Article 15, Clause 1 of the Act, and judged to conform to the criteria set forth in that clause.

The feasibility of the project was then assessed based on the criteria set forth in the Guidelines for Public Tender for Occupancy. As a result, the proposal met all the assessment criteria including coordination with the local community. The price score for this call is 120 points for all bidders.

Based on the above reasons, Goto City Offshore Wind Power Generation LLC (provisional name) was selected as the designated project operator.
