METI Issues Sanctions for Violating the Foreign Exchange and Foreign Trade Act

On July 9 (Fri.), the Ministry of Economy, Trade and Industry (METI) notified one corporation and two individuals of export bans under Article 53, Item 1 of the Foreign Exchange and Foreign Trade Act (FEFTA), and issued a warning to one corporation in which it demanded strict export control. This action was taken in relation to violations of the FEFTA by Koei Sangyo Co., Ltd., JustJapan Corporation, and ECOBANK Co., Ltd.

2. Details of the case

(1) In May 2013, Koei Sangyo Co., Ltd., ECOBANK Co., Ltd., and JustJapan Corporation exported the following to China without the export license of the Minister of Economy, Trade and Industry: "the furnace shell of a infusibility furnace that is a component of equipment for the production of carbon fiber." This item is subject to control under the FEFTA (Appended Table 1, Item 4 (10) of the Export Trade Control Order).
 
(2) In May and August 2013, Koei Sangyo Co., Ltd. and JustJapan Corporation also exported the following to China without the export license of the Minister of Economy, Trade and Industry: "the furnace shells of a infusibility furnace and carbonization furnace that are components of equipment for the production of carbon fiber." These items are subject to control under the FEFTA.
