Public Notice and Inspection Regarding Plans for Offshore Power Generation

- Under the Act on Promoting Utilization of Sea Areas in Development of Power Generation Facilities Using Maritime Renewable Energy Resources -

August 11, 2021

The Agency for Natural Resources and Energy (ANRE) under the Ministry of Economy, Trade and Industry (METI) and the Ports and Harbours Bureau under the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) hereby announce that they will release a public notice and provide a public inspection period concerning the proposals for the designation of the following sea area as a promising project target area for promoting utilization of sea areas under the Act on Promoting Utilization of Sea Areas in Development of Power Generation Facilities Using Maritime Renewable Energy Resources (hereinafter referred to as the "Act"): the sea area directly offshore of Happo Town and Noshiro City, Akita Prefecture.

1. Background

Under the Act, if the government of Japan intends to designate certain areas as project target areas, it is required to release, in advance, a public notice concerning every proposal for designating such areas and display said proposal for public inspection for a two-week period after its release.

On July 3, 2020, ANRE and the Ports and Harbours Bureau determined that the following sea area is a promising project target area for the government of Japan to start preparations for organizing a council and conducting other efforts: the sea area directly offshore of Happo Town and Noshiro City, Akita Prefecture. In response to this, a council was inaugurated and has been holding discussions, and it announced on June 29 this year that there were no objections regarding designating this area as a project target area.

Thereafter, it was confirmed that the area satisfies the criteria for such promotion under the Act based on the opinions of a third-party committee of experts. Accordingly, ANRE and the Ports and Harbours Bureau will release a public notice concerning the proposals for designating this area and display the proposals for public inspection.
