"Governance Guidelines for Implementation of AI Principles Ver. 1.1" Compiled

The Ministry of Economy, Trade and Industry (METI), with the Expert Group on How AI Principles Should be Implemented, has compiled the document, "Governance Guidelines for Implementation of AI Principles Ver. 1.1," which summarizes what to put into practice when respecting the Social Principles of Human-Centric AI (decided by the Council for Integrated Innovation Strategy on March 29, 2019).

METI has been holding meetings of the Expert Group on Architecture for AI Principles to Be Practiced in order to discuss ideal approaches to AI governance in Japan, including regulation, standardization, guidelines, and audits, conducive to the competitiveness of Japanese industry and increased social acceptance, for the purpose of operationalizing the AI Social Principles, taking domestic and international AI trends into account, which is an issue defined in the AI Strategy 2019, revised based on follow-ups the previous year, and the Integrated Innovation Strategy 2020. On January 15 (Fri.), 2021, METI announced the "AI Governance in Japan Ver. 1.0 (Interim Report by Expert Group on Architecture for AI Principles to Be Practiced)" (hereinafter referred to as "the Interim Report"). This document structurally clarifies the trends in Japan and abroad regarding AI principles and rule-making. It presents an overall picture of how Japan should approach AI governance, including creating interim guidelines for implementing the Social Principles of Human-Centric AI.

In FY2021, the Expert Group brought together experts in standards and consumer protection in addition to the corporate, academia, legal, and auditing experts who have been participating up to then, and compiled the updated "AI Governance in Japan Ver. 1.1 (PDF: 1,083KB)" taking into account their opinions on the Interim Report. Furthermore, it drafted the "Governance Guidelines for Implementation of AI Principles Ver. 1.0 (PDF: 1,282KB)" in order to provide practical guidance for AI system operators as well as developers, and started a call for public comments on it on July 9 (Fri.), 2021.

Consequently, the "Governance Guidelines for Implementation of AI Principles Ver. 1.1" has been compiled while taking into account public comments brought to the reception desk and discussions by the Expert Group on How AI Principles Should be Implemented.
