Study Group Members and Overall Roadmap for the Research Project on Constructing Web-3.0-Era Creator Economies to Be Published
August 23, 2022
The study group members and the overall roadmap for the Research Project on Constructing Web-3.0-Era Creator Economies (released on July 5, 2022) have been decided, and the study group's first meeting was held on August 8, 2022.
1. Purpose
Understanding that the creators producing the content and virtual spaces for Web 3.0 and metaverse-space businesses are indispensable, METI aims to encourage various actors to join these fields via this project and, as a result, to construct and expand a vibrant creator economy. The ministry intends to undertake the project's activities in close cooperation with the private sector, taking into account opinions of industry organizations, creators, and experts.
At the heart of this project is the Study Group for Constructing Web-3.0-Era Creator Economies, which will discuss what roles creators should play in Web 3.0 and the metaverse space. The study group's members have now been decided. Its first meeting was held on August 8, 2022. Although the specific details of their work are not open to the public, an interim report will be published in January 2023.

2. The direction of this research project
The overall roadmap for this research project is as follows:
As described in 1. As Is (The reality) in the image below, while it is necessary to leverage creators' creativity such as content and space creating skills in Web 3.0 and the metaverse business, constructing an economic zone that will attract people, things, and money, is also necessary. In addition, it is necessary to break the status quo where only a limited number of creators and IP holders are in the Web 3.0 and metaverse fields because of their many gray areas, including how to use them safely and securely.
In order to construct and expand internationally competitive creator economies centered around creators as well as to develop and present international standards that enable Japan to easily export its products utilizing Japan’s strengths as highlighted in 2. To Be (The ideal), METI will take the actions outlined in 3. Actions: (i) develop necessary environments (review the legal and other issues in question; (ii) provide government support (send a message that it is actively encouraging content creation); and (iii) create a forum for dialogue (establish the abovementioned Study Group for Constructing Web-3.0-Era Creator Economies).
