Call for Public Comments on the Bill for the Cabinet Order to Partially Amend the Export Trade Control Order (Revision of the Export Control Operation for the Republic of Korea)

April 28, 2023

From the perspective of the appropriate execution of export control under the Foreign Exchange and Foreign Trade Act (FEFTA), the Ministry of Economy, Trade and Industry (METI) will begin the process of calling for public comments on the amendment of the Cabinet Order to add the Republic of Korea (ROK) to Appended Table 3 of the Export Trade Control Order.

For eight days from April 10 to 25, 2023, METI and the Ministry of Trade, Industry and Energy (MOTIE) of the ROK held a Japan-Korea Export Control Policy Dialogue.

During this series of dialogues, Japan conducted a strict verification of the current state of the organization of the export control authority, regulatory framework and its operation as well as the effectiveness thereof in the ROK. As a result, Japan confirmed that the effectiveness of the ROK’s efforts was at the same level as that in Japan.

Moreover, the ROK agreed that Japan and the ROK would continue to hold such dialogues concerning the respective export control systems and their operation as a whole, and that they would take appropriate actions as necessary, including revision of such systems and their operation.

In light of the above developments, from today, April 28, METI will begin the process of calling for public comments on the amendment of the Cabinet Order to add the ROK to Appended Table 3 of the Export Trade Control Order.
