FY2022 Measures to Promote Manufacturing Technology (White Paper on Monodzukuri 2023) Released

FY2022 Measures to Promote Manufacturing Technology (White Paper on Monodzukuri 2023) is a report on measures that the government of Japan has taken to promote core manufacturing technologies. It was compiled pursuant to Article 8 of the Basic Act on the Promotion of Core Manufacturing Technology (Act No. 2 of 1999).

This report was jointly prepared by three ministries, namely, the Ministry of Economy, Trade and Industry (METI), the Ministry of Health, Labour and Welfare (MHLW), and the Ministry of Education, Culture, Sports, Science and Technology (MEXT). It was approved by the Cabinet on June 2, 2023.

Outline of White Paper on Monodzukuri 2023

The environment surrounding Japan's manufacturing industry continues to change, due to increased risk of disruptions to supply chains in the global instability caused by the outbreak of COVID-19 and Russia's aggression against Ukraine, and the growing international momentum toward decarbonization. Moreover, business models in the manufacturing industry are changing as the increasing utilization of digital technologies and data in manufacturing sites has allowed some businesses to succeed in diversifying their methods of earning profit. Under such changing circumstances, Japan’s manufacturing industry continues to face many challenges in maintaining and consolidating its competitiveness.

The White Paper on Monodzukuri 2023 shows an overview of recent trends in the manufacturing (monodzukuri) industry, which is facing these changes, based on the statistical data and questionnaire results, additionally presenting the difficulties encountered in important areas, e.g., DX and GX, in a well-organized manner. Moreover, it provides case examples of leading manufacturing businesses that address such challenges.
