METI Organization Order and Related Regulations to be Revised and ANRE Organization to be Reviewed

The Ministry of Economy, Trade and Industry (METI) will revise and put into force the Cabinet Order to Partially Amend the Order for Organization of the Ministry of Economy, Trade and Industry and the related regulations on July 4 (Tue.), 2023. As part of this effort, METI will review the system of divisions and offices in the Agency for Natural Resources and Energy (ANRE) for the purpose of striking a balance between a stable supply of energy and carbon neutrality.
1. Review of ANRE organization
(1) Development of a system for integral promotion of hydrogen and ammonia policies
- Under the Energy Efficiency and Renewable Energy Department, the Hydrogen and Ammonia Division will be created as a new division responsible for policies for the two aspects of supply and demand exclusively for hydrogen and ammonia.
(2) Shifting of the Natural Resources and Fuel Department to an organization in view of the era of carbon neutrality
- Under the Policy Planning Division, the “International Strategy on Energy Resources Office” will be created as a new office responsible for strategies for resources diplomacy in view of green transformation (GX).
- The name of the Petroleum and Natural Gas Division will change to the “Energy Resources Development Division” for promoting the upstream development of fuels, including non-fossil fuels.
- The Petroleum Refining and Reserve Division and the Petroleum Distribution and Retail Division will be merged into a new division called the “Fuel Supply Infrastructure Policy Division” responsible for a system for supplying fuels, including carbon neutral fuels, e.g., synthetic fuels and sustainable aviation fuels (SAF). In addition, under the new division, the “Fuel Distribution and Retail Office” will be created as a new office in charge of policies for distribution of these fuels. The new division and office will promote the stable supply of fuels in an integrated manner.
- The Mineral and Natural Resources Division and the Coal Division will be merged into the “Mineral and Natural Resources Division,” and a new office called the “Coal Policy Office” will be created to secure a system that continues to implement a variety of policies for coal.
- The “Carbon Management Division” will be created to tackle the storage of carbon dioxide generated along with the use of fossil fuels and promotion of carbon recycling and other efforts. Moreover, under this new division, the “Carbon Dioxide Capture and Storage Policy Office” will be created to be responsible for policies for the commercialization of and legislative measures for Carbon Dioxide Capture and Storage (CCS) technologies.
2. Changes in other affairs under its jurisdiction
METI will clarify and transfer other administrative affairs under its jurisdiction, and conduct other related efforts.
