METI Parliamentary Vice-Minister Nagamine Attends the G20 Environment and Climate Ministers’ Meeting

On July 28 (Fri.), 2023, the G20 Environment and Climate Ministers’ Meeting hosted by India was held in Chennai, India. As a representative of the Ministry of Economy, Trade and Industry (METI), Mr. Nagamine Makoto, Parliamentary Vice-Minister of Economy, Trade and Industry, participated in the meeting. Mr. Nishimura Akihiro, Minister of the Environment, also participated as a representative of the Ministry of the Environment.
1. G20 Environment and Climate Ministers’ Meeting

(2) Outline of the discussions
- At the meeting, participants held discussions on the chair country's priority issues, namely [i] climate action, [ii] land degradation and biodiversity, [iii] water resource management, [vi] the ocean-based/blue economy, and [v] the circular economy.
- Parliamentary Vice-Minister Nagamine stated that the achievement of decarbonization, energy security and economic growth at the same time requires a reform of the entire economic and social system (i.e., green transformation (GX)). He also explained Japan’s efforts for achieving the goal and stated that Japan will continue to contribute to global GX.
- In addition, he welcomed the Resource Efficiency and Circular Economy Industry Coalition (RECEIC), which was inaugurated in response to the initiative of India, the G20 chair country, as an effort to encourage industry players to execute leadership in the transition to a circular economy.
- Based on the discussion results, the meeting issued the Outcome Document and the Chair’s Summary.

2. Meetings with participating ministers
Taking the opportunity of the meeting, Parliamentary Vice-Minister Nagamine exchanged views with the participating minister of Italy, the 2024 G7 chair country.
At the meeting with H.E. Ms. Vannia Gava, Deputy Minister of the Environment and Energy Security of Italy, he explained Japan’s achievements as the 2023 G7 chair country. In addition, the two ministers discussed the possibility of collaboration between Japan and Italy toward the 2024 G7 meetings.


3. Inauguration of the RECEIC
India, the chair country, announced the establishment of the RECEIC as an initiative to encourage industry players to execute leadership in the transition to a circular economy. H.E. Mr. Bhupender Yadav, Ministry of Environment, Forest and Climate Change of India, delivered a speech at the meeting and stressed that the RECEIC will play an important role in technological cooperation between companies, the promotion of innovation, and fund raising. In addition, he expressed his gratitude to the 39 companies that have come forward as founding members of the RECEIC. From Japan, four companies decided to participate in the RECEIC as founding members, namely Amita Holdings Co., Ltd., DCTA Inc., GS Alliance Co., Ltd., and Kai Corporation.
