New Energy Efficiency Standards Formulated for Transformers (for Building and Factory)

On October 27, 2023, the Ministry of Economy, Trade and Industry (METI) promulgated a public notice that stipulates new standard energy consumption efficiency (energy efficiency standards) for transformers (for Building and Factory.)

1. Background

Under the Act on the Rational Use of Energy, METI has been promoting efforts toward energy efficiency regarding equipment for which it is particularly necessary to improve consumption efficiency. Its approaches include setting energy efficiency standards that relevant manufacturers, etc. are required to meet for their products by the target fiscal year.

Transformers (for Building and Factory) are estimated to consume from 2 to 3% of the total energy generated at a  transmission endLink  as a loss.1 Concerning this fact, a working group2 discussed reviewing the energy efficiency standards for such transformers and compiled a report3 in June 2023, indicating a new target fiscal year, energy efficiency standards, and other matters. In light of this report, on October 27, 2023, METI promulgated a public notice that stipulates new energy efficiency standards and other rules with FY2026 as a target year.

3. Outline  of the new energy conservation standards

(1) Target transformers for Building and Factory

Transformers for Building and Factory whose rated primary voltage exceeds 600 V but are not more than 7,000 V and that are used in AC circuits.

(2) Target fiscal year

FY2026

(3) Categories

A total of 24 categories are set based on five factors, namely type, number of phases, rated frequency, rated capacity, and specification.

(4) Target standard values

The next target standard values for transformers for Building and Factory are shown in the following table.(*4)

(5) Improvement rates of energy efficiency in the target fiscal year

The new standard values in the target fiscal year (FY2026) are estimated to improve by about 11.4% from the actual values in the reference fiscal year (FY2019) on the
